THE SCHEDULE OF TARIFFS AND THE PROPERTY RATES BYLAW SUBMITTED TO THE CITY OF JOHANNESBURG COUNCIL FOR APPROVAL AND IMPLEMENTATION IN THE 2020/21 FINANCIAL YEAR.
In terms of Sections 2, 7, 8 and 14 of the Local Government Municipal Property Rates Act 6 of 2004 (“the Act”), read with Sections 4(1)(c)(ii) and 11(3)(i) of the Local Government Municipal Systems Act 32 of 2000 (“the Systems Act”) and Section 24(2)(c)(i) of the Local Government , Municipal Financial Management Act 56 of 2003 (“the MFMA”),
The Council of the City of Johannesburg Metropolitan Municipality hereby declares its intention that the following draft rates in the Rand are to be levied for the financial year 1 July 2020 to 30 June 2021, on the market value of property or on the market value of a right in land within the area of jurisdiction of the Council as appearing in the valuation roll, in respect of the various categories of properties set at the link below –

AMENDMENT OF TARIFF CHARGES FOR WATER SERVICES AND SEWERAGE AND SANITATION SERVICES: 2020/21
PROPOSED TARIFF INCREASE
The proposed tariff increase for the 2020/21 financial year applicable to the various
tariff bands is as follows:
• First 6 kl to be provided for free for residential customers.
• Residential post-paid and prepaid water and sanitation tariffs to be increased
on average by 8,6% but will vary for different tariff bands.
• Residential post-paid and prepaid sanitation tariffs to be increased on
average by 8,6%
• Institutional tariffs to be increased by 10,7% for consumption up to 200Kl
and consumption exceeding 200kl by 13.7% to narrow the gap compared to
commercial tariff.
• Industrial/Commercial tariffs to be increased by 8.6%
• Demand Levy to be increased by 8.6%
• All other tariffs to be increased by an average of 8.6%
The budgeted average tariff increases for 2020/21 is 8.6%. The tariff increases for
2021/22 and 2022/23 are purely indicative as no indication has been received from
Rand Water as to the increase in the cost of bulk water for the 2021/22 and 2022/23
financial years.
